LUKE GRAHAM, MBA (OXON)
Luke is an exited entrepreneur and built environment researcher with over 17 years of international experience across engineering, real estate, venture capital and technology start-ups.
He was an Associate Fellow in strategy and innovation at the University of Oxford in 2024-25 where he designed the “Cities Tomorrow” programme. He continues to lecture at the university’s Saïd Business School and heads partner outreach for the university’s Future of Real Estate Initiative. Luke holds several degrees across real estate economics, business, change and innovation. He has also studied postgraduate psychology and economics.
In 2023, Luke was selected to chair the UK Government’s “PropTech Steering Committee” and has been twice nominated for the UK PropTech Association’s “Special Achievement Award” (2023, 2024). He was elected to the steering committee of the UK PropTech Association in 2025. His expertise is regularly sought by top-tier REITs, governmental entities, universities and private companies.

QIZHOU (LEO) XIONG, PHD
Leo has over two decades of experience in AI/ML and econometrics, with most of that time focused on real estate markets, technology and their integration.
After completing his PhD in economics, Leo became a Junior Professor at the Halle Institute for Economic Research. This was followed by three years as a Research Fellow at the University of Oxford’s Future of Real Estate Initiative. Leo then entered the private sector where he underwrote £200 million of real estate transactions over the three years to 2024.
Leo has authored on a range of quantitative areas affecting the built environment, including his paper “Housing Yield” which was accepted by FT50 academic journal JFQA in 2024. Leo fully leverages geospatial analytical tools and data to develop novel features and use cases in technology and data science. Alongside his work at Urban Neuron, Leo is an Associate Fellow at Saïd Business School, University of Oxford.
